Are both the Passive Radiator and the vent facing the outside? Or is the vent internal and feeds into the Passive Radiator somehow?

If you can hae two ports work well in a vented configuration, and two Passive Radiators work well, I suppose we shouldn't be too shocked that a port and a passive radiator work well. However, it is always good to receive confirmation on these matters.

Incidentally, a Passive Radiator theoretically qualifies as a Bass Reflex enclosure, but that term is never used by anyone. Bass Reflex always means vented or ported, in common usage.

One thing. A Passive Radiator, because it has it's own resonance, (in addition to the frequency it causes the box to resonate at), will tend to have a sleeper cutoff slope than a ported box will. Where a ported box will cut off at 24 dB/octave-4th order-a Passive Radiator will cut off at 30 dB/octave-fifth order. From what we have seen here, though, apparently that difference does not seem to cause problems when they are used together.

For newbies, an "order" is a cutoff slope of 6 dB. :)

Some ported boxes cut off at 18 dB/octave. In which case, their Passive Radiator equivalents will cut off at 24 dB/octave.
