Default Seas Millenium Tweeter F3 Distortion

I've been doing some harmonic distortion testing of my Seas T25CF002 Millenium tweeters and I'm seeing highish 3rd order distortion (F3) from the both the Milleniums. In fact, the F3 distortion is significantly higher than the F2 distortion unless I turn up the volume very loud (I'm have not calibrated levels so I can't give a quantitative number for the signal level). I'm seeing F3 levels at -45 dB (0.6%) or so off the fundamental for frequenies between 3 and 6 kHz. F2 is about 5-10 dB lower.

I also have a pair of TBFC/G tweeters on hand and their F3 distortion is significantly better. Their F3 is always lower than F2 as expected.

I installed new voice coils on the Milleniums but it didn't really help much. When I opened up the tweeters to switch out the voice coils, I noticed that there's a felt pad with a foam cylinder glued to it. This fits in the area inside the voice coil between the area behind the dome and the rear chamber. The piece was out of place on one of the units, which I believe had lower distortion before I fixed it's position and replaced it's voice coil.

I'm kind of baffled as to what could be wrong, or maybe they're operating normally. I don't see this high F3 in Zaph's distortion data though.

Any ideas?
