Default My cones are out of control (100-250Hz dip)

My Seas w15cy001 drivers seem to move almost out of sync with the music and the excursion is longer than it should.
I also measured a -4db dip in the 120-280 region, otherwise is quit flat.
The enclosure is about .3cft or 11-12 L. All walls except baffle are lined with 1/2" acoustic foam. The sound is great, but something is not right.

I forgot the port is 2"x5" round, tuned at around 55hz.
