Default Test equipment ID

Hello,

I ran across a piece of test equipment and I’m
not sure as to what its supposed to be used for,
or how to use it. It’s a Halcyon 519A remote retransmission tester (see pics below).
Has anyone here actually used one of these?

Any info appreciated,
