Unfortunately for windows I believe the only way to resize is with paint, but the resizing goes by percentage so it's hit and miss.
I use this freeware program for resizing....... http://pixresizer.en.softonic.com/

In the end I used Paint, saw the percentage resize as you mentioned, so then tried Image > Attributes. It gave me the top left hand corner 75 x 75 and it looked cool so I used that.
Next time I will try the program that you pointed to, so thanks for the tip. |

Yeah, as you found out, you can resize the image layout by pixels, but not the actual picture.
