Default Capacitors

Can anyone please explain to me what the correct way to discharge a capacitor in a metal halide setup with getting an electric shock. Also what are the other things that I have to be aware of before attempting wiring of the metal halide kit???

Also, why do we need a capacitor and an ignitor. I can understand why we need the ballast.
