Default Flickering MH HQI

Hello, I have noticed that my 250W MH HQI lamp tends to flicker quite a bit when I turn it on. Is this a common occurance after 1-2 thousand hours? Is this most probably caused by the bulb or my ballast? I got both from diylabs. I have kept the bulb in good condition and try my best to keep it dust free.

Is this normal, if not, what can I do to prevent/fix it.

Thank you
