Hello all!
I'm interested in building small scale hi-fi audio systems(DAC's, amps, speakers).
I've started my first real project with moderately cheap components to learn on.
4 x BOSS BRS35(50W, 4ohm, full-range) speakers
XH-M180 Amplifier(TDA7850, class AB, 50W x 4 channel @ 4ohm, 12V)
Yaetek AC110V/220V to DC12V 16.7A 200W Switch Power Supply

Got everything wired up and noticed there's +3V on the left and right input lines.
Which doesn't seem correct, and am hesitant to plug it into any audio source for fear of damaging the source components.

Is this expected? If not, thoughts on troubleshooting?

Welcome to diyAudio :)

You are probably best asking the question over in the Car Audio forum as this is really just for intros. Although seeing voltage on an input line suggests a problem, in practice it may well all be OK. Try connecting a 10k resistor across the input and see if that kills the voltage. Lots of reasons why you might see voltage on a set up like this... its probably OK though.
