Building a bass cab using a Deltalite 12 and have a quick question about ports. Does the entire volume of the port need to be inside the cab or can it extend outside? Does the speaker care where the port is?

Do the ports however you want/need.
Bag End had an ELF system for the car that had an external port that you mounted to the rear shelf. but outside port = ugly.

I'm thinking about recessing the baffle about an inch and extending the exterior of the port (16x3x3.25 slot) to make it flush with the rest of the cab. No probs?
