In guitar amps the HT feed to the screens grids comes after the connection to the OT, via a resistive dropper. Interrupting the HT to the OT therefore also cuts it from the screen grids.

I had the owner do a little troubleshooting. If he removes the phase inverter tube the noise goes away completely.

The problem I am having with the explanation so far that it is just the B+ charging up, is that tons of others have done this same mod to their Blues Jr., and nobody has ever heard of this noise before?

I just heard from him and he said that hooking up an attenuator made the noise go away?
