Default Egnator Vengeance volume problems

I have an Egnator vengeance head and when I turn it on there is no sound. When I turn either channel volume up and crank the master the amp kicks in, almost blows my speakers then works fine. Is this a sign of a bad master volume pot, power tube or something else?
