It is called the CMoy headphone amplifier for a reason.

You could crank the gain up, but depending on how much gain is needed, it may require more than one stage.

Is it a microphone amplifier?

No, it's a headphone amplifier.

Partly it's a question of gain, even more so than with a guitar amp: you might need a gain of more like 1000 with some microphones. But also, some types of microphones require what's called "phantom power", so you really should build a circuit designed to be a microphone amplifier.

the only reason i ask is that i would like to buy one pre built. i dont need phantom power and i dont need anything high quality.

i wont be using this for recording, just measurements.

i know i can build a simple 9v power supply for the mic, but could a cmoy be used instead? i just like the fact that they can be had very cheap on ebay.

How much gain does the mic need?

You can crank the gain up, but I suspect you will get a lot of noise. I would think you want a nice quiet preamp if you plan to use it for measurements.

You can get a beringer tube mic preamp for about $40. That is about how much people charge for a CMoy on eBay.

If you want to go the diy route, here is one of many possibilities:
