Apparently one can only order it (the water-based solder) with overnight shipping, and it requires special plungers and tips.

This depends how you wish to apply it. I buy a cheap medical syringe from ebay and then some needles to go with.

I would like to replace LM317 with some other regulators, do you know what is the power consumption of the board?

I've never measured it, but you should be safe assuming 250 mA.
