Shown is a hardened steel base, bronze adjustment base, counterweight and fine tuning screw.
Arm/wand is a #13 crochet needle $6. The pin for the pivot point is a crochet needle with a hook, cut down to three sizes $1.99.
Both bases were free, but would not cost more than $30 for both. Counterweight cost $3.98 at Home Depot. It's a plumb line weight cut down to 118 grams. The fine adjustment screw on the end is a M8 hex bolt. The end of the wand is taped. It can accept .75". 1" and 1.5". Might even accept 2" or larger. Threading reaches pivot point.
Everything needs to be cleaned up.
