I'm thinking of using a pair of lowther acousta cabs but can't afford the lowther drivers.Could I use Fostex FE206E's instead?

Yes. It wouldn't be an ideal match, and not as good as the Lowther's but it'd work pretty well. The 206 is the closest in the Fostex range to Lowther in response terms -closer than, say the 208Sigma in this regard.
