Default what will happen to Qts if I mount two drivers back-to-back?

If I mount two drivers back to back and wire them out of phase (say, to create a dipole driver for some kind of open-baffle), what will likely happen to the total Qts of the assembly? Half of each individual drivers Qts?

Nothing. Fs and Qts remain the same. Vas halves. Efficiency halves.

Yes, this is correct. If we want to be exact than there is a little bit of added mass due to the air between the two membranes, but this should be low enough to be ignored.
