Will these speakers, Atlas Sound - FC104 (i have two), work with the Lepai 2020a+ amp? If not, what are some 4"-5" speakers that will?

A small speaker with a high resonant frequency will NOT do bass (laws of physics)! The FS of the MA driver is an octave lower and has a longer cone travel (will push more air at lower frequencies). Try Madisound or Creative Sound Solutions for these drivers. Don't expect miracles from these small speakers but the CHR 70.3 will get you lower bass than the driver you have!

as might Fostex FF105 and certainly 125WK - any of which would likely make the Atlas sound like exactly what they are - 25 or 70V line "public address / background muzak" drivers - not a bad thing, just not really something I think most of us would want to actively listen to
That would complicate the build somewhat - you would need a crossover, and also need to build a cabinet to isolate the woofers from the mid-range.
Two 6" FR units in same cab adjacent to each other - NO. There would be lot of "comb filtering" and that would degrade the sound.
Dub step with a lot of bass? Not ideal FR territory... specially in a small cabinet.
Larryldspkr suggested the CHR-70.3 -should work within the constraints you have. The bass champ when it comes to small FR drivers is the EL-70. Probably no longer available at CSS - you need to write to Planet10 to see if he has stock. This will need slightly bigger cabinets vs CHR-70.3.
But again, stuff like dubstep at loud volumes can stress a FR driver (specially a small one), and lead to driver over excursion if not careful.
Or you can go 2 way - small mid-bass like this might work mated with a tweeter:
Dayton Audio ND105-4 4" Aluminum Cone Midbass Driver 4 Ohm 290-212
There is an 8 ohm version of this driver too. No experience with these - so can't really say if good or bad.

for dubstep, you could use a FR abut you need to add stereo subs to fill in the bass. you will get good sound
IMO, no matter what 4 inch, you will miss the bass, better either add subs or
you could simply build a known two-way design with a 6 inch midbass a 1 inch dome tweeter. but then again, you wont have 30 hz response, stereo subs would.
Step up to the Mark Audio Alpair 10.2, they could work in that size enclosure! More expensive but killer bass as good as or better than most woofers that size! Also no need for a tweeter or crossover, so a simple solution. They take a little while to break in but a little patience will be well rewarded. BTW these are 5.25 inch drivers, well worth the extra cost!
