Default Stephens FR80 with open voice coil - fixable?

I know someone who found a Stephens FR80 fullrange driver and wanted me to check it out for him. It looks good physically, but measures open between the input connectors on the driver frame. Tinsel leads from the cone/voice coil to the terminals are intact. No tears, physical damage that I can see. Just a lot of dust in there.

Is there a chance this is repairable?
