A couple of golfing buddies have "tweekers"

Im wondering if someone has dome something similar with a small full range driver? Obviously it will have compromises but I would love to see a 4" full range driver choice that is easily powered by battery. Amp/batter should be all in the speaker box.

Im thinking that I could use 6" PVC or similar for the speaker but Im not sure what amp is small enough to mount inside and run using a battery.

I think you want this:
2*15 watt @ 4ohm, TA2024 D-class Audio Amplifier Board | eBay

or: http://www.parts-express.com/pe/showdetl.cfm?Partnumber=300-380

The Sure board is much nicer. The input caps should be big enough to not roll off the high frequencies, but depending on which driver and alignment you use, that might not be a good thing. You can get the Sure in a nice enclosure too, but you could save the weight if you are putting it in a box anyway. You'd have to cobble a battery pack. The Dayton/Sonic Impact clone has battery packs and a case that doesn't add weight, but isn't as nicely built. FWIW, you can get the Sure stuff from PE too, just at a slightly higher cost. And, of course, if you want more power you can have it. But you'll need bigger batteries.
