If it is oxidization shouldn't it be green? Or is this the stage it goes through before that?

I assume it's the first stages. Like when copper pipes dull. My other thought was that there is in fact a coating, and the oxidisation is happening under that.
It's definitely from the salt air, it only started when I moved down here and the black coated fasteners from Vikash are also exhibiting rust. |
