I can't actually see any reason why you wouldn't be able to do that. Can you please post a screenshot of your "Go Advanced" message editor showing the options area underneath that should show "Manage Attachments"? Perhaps it could be a javascript loading issue.
1) What browser and OS are you using?
2) Do you have any browser plugins installed, and what happens if you turn them all off
3) Do you get the same problem in other browsers?
4) Please try a hard refresh to reload javascript caches: Refresh your cache - When hitting F5 just isn't enough!
