Endless DST update loop?

Using IE 8, after I logon I select a page to view and this happens-

(a) momentarily diverted by the diy audio "updating DST settings" page,
(b) momentary reload of the page I wanted,
(c) return to (a)

This happens endlessly.

Has happened every time I have logged in recently.
