threads become "read" before I have a chance to read them.

This happens on a few boards I'm on, but this one is the worst.

There's a reset time for new threads when I come back to the site that shows me what's new since my last visit.

Unfortunately the duration of the reset is so short that by the time I read a few posts, post something longer than two sentences, and go to another section to look for new threads, they've all been marked "read" and the "view first new post" button vanishes.

Can this delay be set higher than what it is now? It "feels" like it's about 10-15 minutes which is way too short for a forum this size. Can it be set to 30 or even 60 minutes?

If you use cookies it should fix your problem.
