Is there any software that would aid in measuring the RT60 time in my room that is free/cheap? If not whats the best way to do it?

It is typically built into analyzers made to do that job. JBL Smaart Pro might do it. Its built into both my IVIE PC-40 and THX R-2 analuzers. THX spec is NC25 but they will pass you with NC-30.
