Fuse or not?

Opened a broken fan, power goes to the motor, but it doesn't run.

I traced it the problem and there's a small component between one of the mains lead and the starting capacitor that is open. Can it NOT be a fuse? It's as small as a 1/4w resistor, it's made of glass, it's marked 1/2A on it, there seems to be melt lead in there, and there's an unreadable marking on it that starts with with looks like UM.
