Packages for cropping size are not necessary, practically any picture editor in Windows can resize pics to the desired scale.
Just open a picture and hit the edit button on the top bar.

XnView and IrfanView are free and are alot more powerful than what comes with windows.

If he goes GIF with XnView, (and probably Irfanview), he can select the DPI as well, which affects file size.
He can hook his digital camera right up to XnView and send the image there. Just click "Acquire". PS: When using the scanner, (I've never used it for the camera), the image on XnView apears on the screen exactly 5 times larger than the actual picture size. Merely go to "View", click "Zoom" then click "20%", and the picture on your screen will correspond to the picture when it prints out.
