Default How to power up 1500VA toroid?

How should I power up 1500VA toroid transformer?

Would be OK power up him with soft start circuit from Elektor ( Crescendo Millennium Edition power amp )?

Yep; that will be just fine. I used that circuit to power my "little monster" 1200VA toroid in one of my power amps.
