How to set up a radio station?

Hi guys, I’m an electronic dj and we are about to start a project which is to have a radio station community, actually we are in one of the poorest country in the world that is Haiti, we would like to have a radio station due to we have a lack of internet and no everyone can afford either a TV or computer, the internet is so slow and just a few people can have a fix connection brought by them through Dominican republic. So we are a group of people who want to communicate those people who have not access to a property resource, we are sure that doing a good radio can communicate a lot of people in the country and maintain them updated .On the other hand, we need some recommendation that could head us to the best way.

To be honest, the biggest issues in running a radio station are not technical, but legal and business related.

The technology is simple, off the shelf and relatively straightforward, the ability to make the thing break even is nothing of the sort.

Even on the techical level you have some decisions to make (and some of these will impact your business plan and licensing costs), AM or FM, both have pros and cons for a station in Hati:

FM: - better audio quality, smaller transmit aerial (important in a country prone to tropical storms), but it is pretty much line of sight, so unless you have a location on a really big hill or small mountain you are going to need multiple transmitters to cover the population, and even then you will only really get the cities.

AM: - Bigger gear, and lower audio quality, but you stand a chance of covering the whole country from one site, if you choose it well and run sufficient ERP. Aerial array sizes tend to be on the large size, and that tropical storm thing is going to be an issue, as is quake survivability, doable but it takes some planning. For a station trying for broad coverage on a limited budget and especially if you can get the (Rather large) power supply paid for by someone else this is actually not a bad choice, but mono and restricted bandwidth.

AM is usually easier to obtain a license for then FM, simply because is is less useful for full up commercial radio, it does however depend on having enough space for the aerials, where FM can just be a stack of dipoles clamped to a office block roof.

Tons of old AM kit kicking around, easpecially with the US push to IBOC digital, all the stuff that could not be cost effectively adapted got retired a few years back.

How does broadcast licensing work there, usually the govenment wants a healthy chunk of change for a license.
Also how does the licensing of performing rights and mechanical royalties work? These are the MAJOR (Together with site costs and power) costs in a station...

Tricks like voice tracking help to keep your payroll under control, but advertising revenue is Hati is I suspect going to be thin on the ground.

Figure out your realistic cost base and how you are going to cover it, and then worry about the technical side, even community stations have a fairly significant cost base, and the usual reason they implode is that they underestimate it.

Short wave is more popular in some parts of the world, not sure about Haiti, but it could be a good bet in terms of size and financial outlay. Perhaps a simple Ham Radio transmitter with an amp and a decent broadcast antenna could do some good in your community.
 
Check with the local government, unless there is no local government.
That would be the safest way to go. Offer them some "air-time" if you have to.

Low power transmitters are on ebay.

It is illegal to broadcast with any power in most countries, fyi.
You could get in trouble.

Otoh, if your signal only reaches a mile or LESS chances are nobody will care one way or the other, especially if your content is non-political in content. Of course if that mile or less includes the home of police, government officials, etc. maybe not a good idea then. You will get noticed eventually.

Be careful.

Best to work it within the system, if you can.
