The someone would have to be willing to process the caps. They are not just solid chunks of tantalum. They have wire leads that may be solder tinned, they may contain lead, they have an epoxy or other outer coating, etc.
Just google "tantalum recycle" for many links to relevant materials. I think they make a distinction between scrap, wwhich is leftover tantalum material, and recycling products that contain tantalum. But ask them, not me.
