It's not necessary to build a transmitter intentionally to get complaints from neighbors. About 35 years ago I built class D tape recording amp (I did not know such "D" word then, I just made PWM-ed bias generator) and got complaints from neighbors who heard everything that I recorded.
I had to abandon the project, despite sound quality was superb.

Why binary?
Analog.

Audio Express (May 2012) has an article on how to convert a tube radio to allow an audio input. I have the schematics but I think it's copyrighted material.

There is one problem with class D: my neighbors complained on distorted sound.

You better use IR transmitter and receiver. Easy to build, and no radio interference at all.

I'm beginning to like this idea. So you could trigger airport mayhem with only a small transmitter? Wow, terrorism has never been cheaper.

And what about Orson Welles, spreading all those lies through radio waves? Did he get a fine?

I think you would find out how well your government polices international safety-related spectrum allocations. I suspect they will be somewhat quicker off the mark for this than a bit of neighbour-annoyance.
