Buy or scrounge an old stereo receiver or integrated amp. Those can be nearly free (I found working receivers in a recycling bin and a scrap pile).

Possibly a better option for a 2.1 system is a 4 channel car amp, powered from an ATX computer supply. Those amps nearly always have built-in active crossovers, and the ability to bridge two channels to mono for a subwoofer. Used amps can be pretty cheap, like just a few bucks at a yard sale.
