Default Electric Pads and materials

I am looking for a material from which to fashion two electric pads. The two pads are attached to two electrodes which have a potential difference of 30 V AC RMS at 200KHz.

The material must be malleable so it can be attached onto an uneven or curved surface. The purpose of the material is to provide semi-electrical insulation between the electrode and whatever object it is fastened onto. The insulation must be of the form of a few tens of Ohms, based on the properties of the material. For example the material could be capacitive and at 200KHz could offer a 100Ohms resistance.

A sheet of paper would offer a huge resistance plus it would degrade too easily with humidity etc.

Electrician's tape would also be in the region of many MOhms and not good.

Fabric would be too unreliable and probably in the regions of MOhms too, I have seen fabric woven over insulated mains wires on old electric irons (probably for resistance to heat).

Any ideas welcomed.
