I would not add a rule as "per se", but some guidelines recommendations about how to politely quote. Not as an obbligation, but as some kind of help.

FWIW, some people think you are supposed to quote the entire post you're replying to.

What if someone is answering somebody, but for any reason he suspect that the quoted post may be subject of edition? Maybe you want to leave a proof of the original thing that what said.

Sounds like a pretty rare case. And users are allowed to edit for 30 minutes after a post. Many do, and should be allowed to.
