heathkit aj-1510 keyboard

My Heathkit AJ-1510 has a keyboard programming problem. Have run company diags to no avail. All key inputs except 8 or 9 perform as expected. When the 8 or 9 key is depressed the programmer board floods the display with 889 or 999. I have checked the keyboard circuity and the programmer board. All other functions work normally, help, I'm lost.

It sounds like two data lines are shorted together.
