3 stage fm transmitter

I have built a 3 stage fm transmitter, but I'm having tough time tuning it. I would be grateful If someone could verify the circuit for me. By the way, I'm trying to receive it on my cell phone radio.

I suspect that Q2 and Q3 have base, collector and emitter all mixed up as your circuit does not make any sense.
