I bought one of the USB Hub Man on ebay. it has 4 ports on it.
It states USB 2.0. When I plug it into my dell notebook and then
plug a memory stick or usb hard drive, it says I should plug into a USB 2.0
port for higher speed.
without the hub, the usb devices work at 2.0 directly to the laptop usb port.
so it's the hub issue? I don't know how they can state 2.0 if it is not.

This is not unusual. These sellers try to unload all these older hubs which dont work at the higher speed because they've got lots of stock. I bought one of these and through the ebay dispute system I got my money back as it was not as described. Complain complain complain and give them negative feedback!
