I have a mixer that sends a mono signal. Can I use a male mono to female stereo adapter to hook up stereo headphones? If not, what is the best way to take the mono signal into headphones?

Yes, you can - but it will not really be "stereo". It will be dual mono. But you'll have sound in both ears. (if the adapter is wired right)
