Yes, it's quite a nice tutorial.
More significantly. we should ask, "When do I actually need to measure true RMS?" I have a couple of true-RMS DMMs (chosen for their accuracy - true RMS was incidental), and the only time I have needed the true-RMS facility was when measuring valve heater voltages. It's quite unusual to need true-RMS in audio (although THD+N is usually measured with an RMS rectifier).
