That particular one isn't (I think it was posted a couple of days ago on the randi site) but the $1M has been offered before and no-one has 'won' it yet. JA from Stereophile was prepared to take up the challenge but then backed down for some reason (that I'm not aware of).

ya i remember something awhile back kbut apparently this is new.
Randi called this guy out on his claim a few days ago according to the story. But i guess the money has been up for grabs for awhile now
