I have access to a DSO in my college I used to measure the output at various points in the ckt. RF voltage(around 200-300mV) appears across the supply rails, something I am very concerned about. Is it due to inadequate decoupling..?
Anyways please have a look at the the ckt diag. Its a very common design implemented by low-cost FMTx manufacturers.

component placement...
The components after soldering should remain in one position and if u move any, then your circuit will behave differently. Moreover u should install it in a metallic case like the one used for tv tuners.
Use a voltage regulator near the ckt with a small coil/series resistor of less than 10 ohm, composition type.
