At under $15 there isn't much that you can regret.
Probably not extremely accurate but decent and going from nothing to this is a lot.
I say go for it. It's the best way to learn what you need without paying an arm and a leg (especially if something goes wrong and things heat up).
Of course I would like to have a Fluke or something with a well known name on it but then it will definitely cost more than a pack of 6 ;).

Here's a big thread at EEVBlog discussing these testers including the one listed by the OP. The authors of the firmware post in from time to time, discuss the various branches of the firmware etc.

They quality varies a bit on these but they are decently competent. For an LCR, if you can swing for the under-$100 price point, there is a much higher value accuracy meter (Der EE DE-5000 which IET labs rebrands as their DE-5000 and DE-6000) but for around $20 this is about as good as you can expect to get.
