Good find (I need to brush up on advanced Google). Given the age of the design I guessed it might be incandescent. That would have the benefit of no rectifiers and a native RMS response.

Advanced Google? I just dropped the part number in and it was the first thing to come up.
Maybe Canada has better filters.

I have found that only my stabilized oscillator (Boonton) comes close to a digital source on its own. I have modified my KH4400 for injection locking and that does get a really clean spectral line when locked to an external crystal derived source.

How would you propose to measure the phase noise? My mixers don't go that low. The notch filters are too broad to see much really close in.

RC oscillators have poor sideband performance compared to cristal oscillators. You can easily look at it by just feeding to a high-res ADC and FFTing.
