Rohm had some chips that did this, although I think only over a limited number of frequency bands.
Vellemann probably has a kit, and surely Elektor or ELV has published plans for such a thing at some time. There were plans in an old Popular Electronics magazine from about 1977 that used quad opamps and multiplexed bar graph drivers to do a 10 band RTA.
It should be possible to do this in software with a PIC or Atmel microcontroller driving the display.
