Default Troubleshooting TU-8600

I finished the 8600 today. Unfortunately, unlike the 8200, I'm having a problem.

The two 12au7 tubes glow and appear to be operating properly. The center 12ax7 does not appear to be glowing. Both 300B power tubes are not glowing.

Power LED is on. As I crank the volume I can hear music faintly coming through the electronics not the speakers.

I'm thinking maybe my solders of the Lundhal OPTs are not great and there could be a problem.

Any ideas on a shortlist of things to check? I didn't see any bad solders. I think the only questionable solders were the ones for the OPTs. I could re-solder those. Anything jumping out as my core problem?
