It's exactly that. All you have to do is get a spherical reflector that is bigger than the bulb and place the element of the bulb as close to the center of the sphere as possible. The reason is: if the element of the bulb is at the center of the sphere, then the light hits the surface perpendicular to the tangent of the sphere at that particular point thus sending the light right back to the source and therefore recycling it.
