Do you want to build an ADC, a DAC, or both? I you want to build both I suggest the TLV320AIC23B from Texas Instruments, which is a codec that can run at 24/96. Do not be impressed by the low cost, since it performs very well and the quality of audio is premium at that specs. You must be sure to do a optimal PCB, grounding, decoupling, etc.
Keep in mind that its datasheet does not have any application schematic, so if you do not know how to or do not want to design the circuit and interface yourself, maybe you should look for some web page "buy and build" project.
