does anyone know the meaing of the C/COPY and L bits?

1 0 Consumer Mode, PRO = 0, COPY = 1, L = 0
1 1 Professional Mode, PRO = 1, No Copy Protection
ok, so does COPY=1 mean copy allowed or NOT Allowed??
and what is L? L=1?
