LM 2931 better than 78L05 or is there somthing even better?

In place for a 78L05 TO92 module the current draw is 60mA it is for a DAC

any other sugestions would be appreciated.

I would say 78L05 is appropiate if it's sufficiently decoupled. You don't need ultra stable super high performing stabilized circuits for digital signals. Low impedance of the supply voltage is the most important thing.
