The only way to evaluate degradation would be to know the original current and the corresponding light output.

Sony pickups actually have the current for each pickup printed on the side and this value can be used as a check. If the current is found to have increased by more than 10% then the diode has degraded. You need to know that value first though.

The power control circuit in any CD player alters the current continuously to maintain the light level emitted because this varies considerably with temperature.

If the player can spin and focus on the disc then you can also use an oscilloscope as a means of checking the final output by simply observing if the signal meets the minimum value of around 1.2 volts peak to peak.

Asking for a typical value for the control is like asking how far to turn a thermostat to give a room temperature of 70 degrees. Even 'stats of the same make will all be different.... and that difference could be the difference between destroying the diode or not.
