Can SAA7327 output non-sampling I2S?

From the data sheet, it said that when "register 3" is "1010", the sample frequency is "fs", and output is "CD-ROM(I2S-bus).

Does this mean it can output non-oversampled I2S signal which I can then feed directly into TDA1543?

Yes, but you would need to reprogram the chip his interface.

I had once the idea to reprogram the philips cd713/cd723 (saa73xx), with a a pic microcontroller. It would be quite simple and cheap, read the data from original interface and output manipulated data. This way you can keep the original controls and (display) features.
